APPLYING REDISTRICTING SCHEME TO AN IMAGINARY STATE
Before starting, determine the number of CD’s apportioned to this state, and calculate the average population per CD. Then, repeat these steps to draw each CD:
1. On a map of the state, draw a straight line connecting the most widely separated points within that portion of the state not yet assigned to an election district. This is the Reference Line.
Sometimes two potential reference lines of the same length will appear. This is the procedure for handling that situation:
2. Select the westernmost point on the Reference Line as the Starting Point.
3. Draw a line perpendicular to the Reference Line and through the Starting Point. This is the Drag Line.
4. Drag the Drag Line away from the Starting Point, keeping it perpendicular to the Reference Line. As the Drag Line moves away from the Starting Point, add population and territory between the Starting Point and the Drag Line to the election district being constructed.
Stop dragging when the target population has been reached.
CD 1 is now complete.
Now repeat these steps to construct CD 2:
